The One North Carolina SBIR/STTR Matching Funds Program

In accordance with the procedures set forth in NC General Statutes 143B-437.82, The North Carolina Board of Science and Technology approved final Guidelines covering the One North Carolina Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Phase I Matching Funds Program in November 2005. The North Carolina Board of Science and Technology, through its Executive Director, administers this Program in the manner set forth in the
Guidelines. The Guidelines describe the structure and administration of the Program. The purpose of the One North Carolina Matching Funds Program is to foster job creation and economic development in North Carolina by increasing the competitive position of North Carolina small businesses in attracting SBIR and STTR grant funding, and provide an incentive for Phase I award-winning firms to participate in the more substantial Phase II program. The goals of the Program are to: - Increase the amount of Federal research dollars received by North Carolina small businesses;
- Help North Carolina companies bridge the funding gap period between the final Phase I payment and the first Phase II payment in the Federal SBIR/STTR Program;
- Increase the intensity of the research conducted under Phase I, making North Carolina small businesses more competitive in the competition for Phase II funds; and
- Encourage the establishment and growth of high-quality, advanced technology firms in the State of North Carolina.

Please Note: Stage 2
Grant Applications under this Solicitation are made by invitation only
after all requirements of the Stage 1 Grant have been met. Applications
for Stage 2 Grants are submitted electronically through the our online
sciGrants system after all performance and reporting
requirements of the Stage 1 Grant Agreement have been satisfied.
Unsolicited Stage 2 Applications are not permitted. If you are ready to
submit a Stage 2 Application, please send a message to that effect to
ncbst@nccommerce.com.
All Program reports under this Solicitation
must be submitted electronically through
our sciGrants website.
Under the terms of the Grant
Agreement under which awards are
made under this program, all Grant
Recipients must submit status
reports every six months after
receipt of an Award until the
company receives the Federal Phase
II award or notification that the
Federal award will not be granted,
and a final report within thirty
(30) days of notification of a
Federal Phase II contract award or
denial.
Submitting Reports: If your
application is approved for funding, you
will be required to submit all reports
through the sciGrants system. If Match
Funds are awarded to your Organization,
links to all of the reports will
automatically appear under your login
account in the system. Links to required
Reports will not appear until your
Application has been processed and funding
has been awarded.
In addition, all Recipients that receive,
use, or expend a Match Award within the
Recipient’s fiscal year must comply with all
applicable State Grant Compliance Reporting
Requirements, as described in Appendix D.
These require that the Recipient file the
specific information described in Appendix D
of the Solicitation with the Board within
six (6) months after the end of the
Recipient’s fiscal year in which a Match
Award, was received. In satisfying this
requirement, all Recipients must use the
reporting forms developed by the Office of
State Budget and Management and of the
Office of the State Auditor, and submit
electronic versions of these forms through
our sciGrants website. Appendix D of the
Solicitation provides information on these
forms.
